Who gave this man the right to decide if a citizen lives or dies?

I recently read this article "Who gave this man the right to decide if a citizen lives or dies?" by Eamonn McCann, posted at www.belfasttelegraph.co.uk.

Here is a brief snippet:
"George Bush was denounced around the world for allowing his intelligence agencies to install wiretaps without warrants from the courts.  But Barack Obama authorizes the killing of citizens without any semblance of due process and there’s scarcely a whimper of protest." (Linked here)
It was disturbing to say the least. What are your thoughts?  I'm still processing...
